In formulating a national transport policy, the following objectives must be achieved:-
1. To develop an efficient, integrated and balanced ( others mode of transport) system of transport by providing transport services at a reasonable cost.
2. To facilitate and accelerate domestic and international links to promote and extend trade ( All three mode sector).
3. To implement and efficient and fuctional public transport system in urban areas to reduce congestion.
4. To encourage and fully utilise rail services especially for the carriage and freight.
5. To instill efficiency in existing points of transport terminal, port or networks.
6. To provide and ensure efficient commercially viable and safe domestic and international air transport services.
7. To encourage greater participation from the private sector in transport industry.

New London Routemaster bus for the 21st Century
The bus would carry 48 people on the upper deck and 28 on the lower and be built from lightweight materials. It would be made largely of aluminium, and be three tonnes lighter than a modern, steel-framed double-decker. It would cost about £150,000 ($265,000) — a third more than a modern bus — but the gap could narrow over time with economies of scale.
